The crisis of the pandemic forced us to act quickly and creatively to get people housed. As we transition out of the pandemic, we have an extraordinary opportunity to continue thinking differently and innovatively. The 2023 Annual Conference, Refocus : Reframe, will examine and challenge our processes, funding strategies, and the ways we interact with one another in our mission to ensure safe, affordable housing for all Arizonans.
Annise Parker, CEO of Victory Fund and Former Mayor of HoustonAnnise Parker served as Mayor of Houston, the nation's fourth-largest city, from 2010 to 2016. Under her leadership, Houston embarked on a mission in 2012 to tackle homelessness. More than 100 local and regional organizations banded together to collect real-time data and move 25,000 people from the streets into homes of their own. In 2010 Time magazine named Mayor Parker one of the 100 most influential people in the world and in 2014 City Mayors Foundation named her top US mayor. Today, Ms. Parker leads the Victory Institute, a national organization dedicated to elevating openly LGBTQ+ leaders who can further equality at all levels of government.

M. Nolan Gray, Research Director for California YIMBY and AuthorM. Nolan Gray is the research director for California YIMBY and an expert in urban land-use regulation and housing policy. He is currently completing a Ph.D. in urban planning at University of California, Los Angeles, and is a widely published author, with work appearing in outlets such as The Atlantic, Bloomberg Citylab, and The Guardian. His book, Arbitrary Lines: How Zoning Broke the American City and How to Fix It, was published in 2022.

Richard Southee, Researcher of Homelessness and TraumaRichard Southee is a Ph.D. student in the Global Health Program at Arizona State University. A former army medic and a linguist, Richard uses language to understand how trauma affects people experiencing homelessness and how they navigate systems and services provided for them. Richard collaborates with service providers to design training on trauma informed care, harm reduction, power, and similar topics to educate staff and reframe policy with a more intimate understanding of the unique and complex issues their clients face.
